Since the legality of willfully putting something into the public domain is in question in some jurisdictions (In some places, putting something into the public domain is not allowed until you're long dead and your content is probably forgotten,) and since content is considered copyright the creator unless the license they use dictates otherwise, we use the WTFPL. The WTFPL pretty much grants rights to anyone to do anything with everything licensed under it without any restrictions.
